§ Mr. Patrick NichollsThe Government are currently modernising arrangements for training and enterprise in this country. The introduction of a network of local training and enterprise councils will in particular revolutionise this country's approach to training and enterprise and prepare us for the challenges of the 1990s. The Government are also investing nearly £3 billion this year to improve the skills of the work force and encourage enterprise development.
