Lord Blease

asked Her Majesty's Government:

How many enactments were made in each of the last five years, by Order in Council, with direct application to Northern Ireland.

The Parliamentary Under-Secretary of State, Northern Ireland Office (Lord Skelmersdale)

In addition to those Orders in Council having the force and effect of primary legislation made under the Northern Ireland Act 1974, the number of Orders in Council made as subordinate legislation under UK-wide Acts and GB Acts extending to Northern Ireland having direct application to Northern Ireland are as follows:—

1984–85 3
1985–86 3
1986–87 1
1987–88 2
1988–89 3

Lord Blease

asked Her Majesty's Government:

Whether they will publish details of the enactments made in each of the last five years by Order in Council under the Northern Ireland Act 1974, showing:

  1. (a) the total number of orders debated and the hours of debate in (i) the House of Commons and (ii) the House of Lords;
  2. (b) the total number approved without debate by (i) the House of Commons and (ii) the House of Lords.

Lord Skelmersdale

The number of Orders in Council made under the Northern Ireland Act 1974 in the last five parliamentary sessions is as follows:—

Total Orders Debated Hours spent in Debate
(Affirmative Resolution) Commons Lords
1984–85 17 39hr 13mins 21hr08mins
1895–86 14 18hr 23mins 11hr 50mins
1986–87 13 12hr 09mins 1lhr 47mins
1987–88 22 14hr 56mins 13hr 58mins
1988–89 13 20hr 40mins 09hr 20mins

Total Orders Not Debated
(Negative Resolution)
1984–85 6
1985–86 4
1986–87 4
1987–88 14
1988–89 4

A negative resolution clause in a GB Bill enables the introduction of a subsequent Order in Council for Northern Ireland which enacts provisions corresponding to those in the GB Bill.
