asked Her Majesty's Government:

Whether Lord Brabazon's statement (H.L. Deb., 6th November, col. 532) that it "is a matter for the parties to the (ABM) Treaty" whether or not the US Radar Station at Fylingdales is or is not in breach of that treaty was intended to imply that British sovereignty over the base is less than complete, or that British agreement to its relocation and rebuilding was not conditional on its being in accordance with the ABM Treaty, as interpreted by Her Majesty's Government's own legal advisers.

No. We are fully satisfied that the United States is complying with its obligations under the ABM Treaty in respect of the modernisation of the radar at RAF Fylingdales. But it is for the United States and Soviet Union to resolve their differences over their obligations under a treaty to which only they are parties.
