asked Her Majesty's Government:

Whether the trial in Bratislava, Czechoslovakia, of Dr. Jan Carnogorsky for "subversion of the Czechoslovak State" and "subversion in collusion with foreign agents" is a violation of human rights agreements entered into by the Czechoslovak Government in signing the Conference on Security Co-operation in Europe final documents following the Helsinki Conference in 1975 and the Vienna Conference in 1989 and whether they intend to raise this case formally under the procedures agreed in Vienna.

Although the charges against Dr. Carnogorsky have been somewhat reduced, we remain deeply concerned that the Czechoslovak authorities have imprisoned and are prosecuting him for activities which seem completely consistent with the Vienna Final Document. On behalf of the Twelve, the French Presidency made a formal demarche last month on this and other cases under the Vienna Human Rights mechanism and we will be raising the matter bilaterally next week.
