§ Mr. HowardYes. A revised version of planning policy guidance note No. 3 (PPG3) on housing was issued as a 131W consultation document on 4 October, and comments may be made until 5 January 1990. My right hon. Friend intends to issue a new PPG3 early in the new year, as soon as he has had the chance to consider the responses to the consultation paper. It will then formally become Government policy, to be taken into account, along with other material considerations, in planning appeal decisions.
