§ Lord James Douglas-HamiltonMy right hon. and learned Friend has announced that a scheme of transitional relief will operate in Scotland. Details of the scheme are at present the subject of discussions with the Convention of Scottish Local Authorities. The scheme will be targeted at households comprising former ratepayers, pensioners and the disabled.
