To ask the Secretary of State for Scotland (1) if any reimbursement to public funds has been made for his use of official Government stationery to write an undated letter to students of St. Andrew's university inviting them to consider joining the University Conservative Association;

(2) what is his policy towards the use by Ministers in his department of official Government stationery for party political purposes;

(3) what was the charge to public funds of his use of official Government stationery to write an undated letter to students of St. Andrew's university inviting them to consider joining the University Conservative Association.

I regret that, through inadvertence, a sheet of Government stationery was used for the issue from my office of a letter with this political purpose. This was contrary to normal practice and should not happen again. The cost of reimbursement would be disproportionate to the amount involved.
