(3) what was the charge to public funds of his use of official Government stationery to write an undated letter to students of St. Andrew's university inviting them to consider joining the University Conservative Association.
§ Mr. RifkindI regret that, through inadvertence, a sheet of Government stationery was used for the issue from my office of a letter with this political purpose. This was contrary to normal practice and should not happen again. The cost of reimbursement would be disproportionate to the amount involved.
