How the figures for the academic brain drain given by the Parliamentary Under-Secretary of State, Department of Education and Science (Mr. R. Jackson) in his answer in the House of Commons on 17th February 1989 Official Report, Commons, Vol. 147, No. 53, cols. 417–8) were arrived at, and, in particular what lengths of study period abroad qualified for inclusion in the figures for inflow and outflow.

The information was obtained from that published by the Universities Statistical Record, compiled from returns made to them by universities. Inflow and outflow figures excluded those on secondment or study leave: they remain on the record of their parent institution.
