To ask the Secretary of State for the Environment if he will extend the borrowing facilities for Derbyshire county council to enable it to provide the infrastructure for the establishment of the Toyota plant.

Under the terms of the block borrowing approval issued for 1989–90, it is open to Derbyshire county council to borrow to finance infrastructure works undertaken in 1989–90. But the authority's total borrowing for the year must be contained within the ceiling established by that approval.
