To ask the Secretary of State for Employment if he has any plans to seek to repeal the current legislation on picketing and secondary action and to replace it with a voluntary code; and if he will make a statement.

The Green Paper "Removing Barriers to Employment", published on 20 March, contains the Government's current proposals for the further reform of industrial relations and trade union law. The Green Paper proposes no change to the law on picketing. It does however propose the removal of immunity for organising secondary action among workers of an employer not party to the trade dispute and the extension of the definition of secondary action so that it includes action by those who work under contracts "for services".
