§ The Parliamentary Under-Secretary of State, Department of the Environment (Lord Hesketh)We have recently published a free booklet calledTime for Change: the new Business Rate. This explains the changeover to the new uniform business rate which will take place in April 1990, the up-to-date revaluation, and the Government's proposals for transitional arrangements, including those to help small businesses.
The booklet is being distributed widely to industrial and commercial organisations and others with an interest in business matters. Copies have been placed in the Library of the House.
