To ask the Secretary of State for Wales what was the value of urban development grants by district council for each year since 1979 at constant prices.

[holding answer 9 March 1989]: Urban development grant was introduced in 1982. The following table represents the value of capital allocations made in each year are expressed in real terms and have been devised by excluding the effect of general inflation as measured by the latest GDP deflators. 1988–89 is the base year for the calculations.

Gentleman the president of the Farmers Union of Wales has written to me about problems which his members are facing in reaching agreement with the Crown Estate and the water authority about the apportionment of grant that would be paid under the ESA scheme. I have arranged for my officials to meet the union to discuss the problem.
