Whether English Heritage (and certain voluntary bodies with a statutory advisory role) have advised the Secretary of State for the Environment that St Mark's Church, Horsham ought to be listed, whether it has been listed and, if not, on whose advice he has decided that it is not of historical or architectural interest.
The Minister of State, Department of the Environment (The Earl of Caithness)This church is not listed, because my right honourable friend the Secretary of State for the Environment decided that it was not of sufficient architectural or historic interest. Before reaching that decision, he consulted with the Historic Buildings and Monuments Commission, as required by Section 54(3) of the Town and Country Planning Act 1971. He also took into account various representations from outside bodies.
