To ask the Secretary of State for Health at what level he expects to set the interest element of the capital charge on National Health Service assets.

The interest element of capital charges will be set at a level which is consistent with the cost of capital used for other public sector capital assets. The rate of interest will be announced in due course.

I have placed in the Library a summary of the valuation of the NHS estate as at June 1987. There will be a new valuation of the NHS estate before capital charging is inroduced, and the figures will be available next year.
