To ask the Secretary of State for Health if it is his policy to encourage registration authorities to implement recommendations contained in the publication "Home Life", which are not incorporated in the Registered Homes Act.

The Secretaries of State for Social Services and Wales endorsed "Home Life" as an excellent guide to good practice and asked local authorities to regard it in the same light as the general guidance issued from time to time under section 7 of the Local Authority Social Services Act 1970. In local authority circular (84)15 we said authorities should draw up local guidelines in the light of the Registered Homes Act 1984 and associated regulations, the guidance issued with that Circular and the recommendations in "Home Life". Copies of these documents are in the Library.
