To ask the Secretary of State for the Environment if he will seek powers to require Wessex Water and South West Water to seek planning permission for raw sewage outlets into the Bristol channel; and if he will make a statement on the different sources of pollution which enter this marine cul de sac.

No. Under part II of the Control of Pollution Act 1974, water authorities are required to obtain consent before making a discharge into the sea or water courses. Where schemes require planning permission, this is a matter for the local planning authority to determine under the Town and Country Planning Acts. With regard to sources of pollution in the Bristol channel, I refer my hon. Friend to my reply of 6 June at column90.
