To ask the Secretary of State for Transport what measures he is taking to relieve congestion on the motorways.

The measures announced by my right hon. Friend on 18 May in "Roads for Prosperity", more than doubling the trunk road programme to over £12 billion, are aimed at relieving congestion on motorways and trunk roads.
