To ask the Secretary of State for Social Security whether the decision in the Carleton case in Northern Ireland has ever been used as a precedent to refuse a single payment in Great Britain.

I understand from the office of the chief adjudication officer that adjudication officers who are considering residual single payment claims for furniture and household equipment have been advised to take into account the decision of the Northern Ireland Court of Appeal in the Carleton case, to the extent that it was adopted by a tribunal of social security commissioners in a decision dated 26 June 1989.
