To ask the Secretary of State for the Environment who will be entitled to vote in any ballot on the creation of a housing action trust in Southwark.

[pursuant to the reply, 20 July 1989, e. 338]: The Housing Act 1988 makes each secure tenant, including each joint tenant, eligible for a vote in a ballot or poll on a proposal to designate an area as a HAT area. Regulations have today been laid before Parliament prescribing certain additional categories of local authority tenants of houses or flats who would be entitled to vote. These additional categories are long leaseholders, business tenants, tenants of licensed premises and tenants in tied accommodation. Joint tenants would each be entitled to their own vote.
