To ask the Secretary of State for Education and Science what is his policy for capital expenditure for new schools in areas of rapidly increasing population.

Local education authorities are responsible for ensuring that there are sufficient school places for every child in their areas. To enable local authorities to meet their statutory obligations my right hon. Friend gives priority, when making capital allocations to those authorities who submit capital plans to provide additional school places to meet a rise in the local school population.
