asked Her Majesty's Government:

Whether they have received details of British Rail's plans to invest in an infrastructure to enable Liverpool to be linked with the Channel Tunnel and if so whether, in view of' the public importance of the plans, they will ensure their publication.

Under Section 40 of the Channel Tunnel Act 1987, British Rail are required to publish a plan by 31st December 1989, setting out their proposals for international freight and passenger services through the Channel Tunnel serving various parts of the UK, and for any investment required in connection with such services.
