§ Mr. Norman Lamont[holding answer 10 January 1989]: About 130,000 elderly basic rate taxpayers have incomes within the short band above the aged income limit where age allowance is withdrawn. These special rules are designed to concentrate the benefit of age allowance on elderly people with relatively modest incomes. They do not affect other taxpayers.
