To ask the Secretary of State for Employment what monitoring of YTS managing agents will be taking place in 1989–90; if all existing YTS-approved training organisations will be subjected to a full review of their training arrangements on all 10 criteria that make up approved training organisation status; and if he will make a statement.

Mr. Cope

The key features of the arrangements for 1989–90 are as follows:

  1. (i) Agreement of development plans and performance targets for training outputs.
  2. (ii) Review of achievements throughout the year.
  3. (iii) Selective involvement in development work.
  4. (iv) Annual review of performance.
  5. (v) Negotiation of subsequent contract.
In addition, selective inspections are carried out by the training standards advisory service.

Compliance with the 10 ATO criteria will be fully reviewed and used in the annual review of performance. In addition, a formal re-examination of approved status can be made at any time if evidence from the monitoring arrangements shows this to be necessary.
