To ask the Secretary of State for Transport whether his Department has conducted any studies to assess the effect of one-man operated buses on the free movement of other road users.

TRRL studies have shown that lengthy boarding times can diminish potential savings from one-person operation of buses and add to general traffic delays. London Regional Transport takes into account congestion effects on bus services in their cost-benefit appraisals of conversions to one-person operation.
