To ask the Secretary of State for the Environment if he will make a statement on the policies of the Government on future new town developments.

Mr. Chope

The new towns programme in England is coming to a conclusion. New settlements however are an option that planning authorities in England can explore, in co-operation with private developers, in formulating their housing policies. New settlements could have a role to play in reducing pressure for new housing in existing towns and villages, but whether to proceed by this means and the finding of suitable locations is generally a matter for decision at the local level, through the development plan process.

My right hon. Friend has no responsibility for planning or new towns in Scotland or Wales.
