The data on rent levels collected by the Scottish Development Department are limited to rents in the public sector and to those rents in the private sector which have been registered. The lack of information on unregistered rents in the private sector would make it difficult to assess accurately the average rent in Scotland. Furthermore, changes in such an average over time, particularly over periods of more than several years, would not only reflect changes in the level of rents, but would reflect changes in the pattern of housing tenure.
