§ Mr. Peter BottomleyLondon boroughs are encouraged to develop coherent policies on parking, waiting and loading which have regard to the needs of the area and which limit parking provision on the strategic road network. It is up to the boroughs, as local highway authorities, to decide on the extent of on-street parking provision.
