To ask the Chancellor of the Exchequer what steps he has taken to prepare British fiscal policy for 1992.

My right hon. Friend circulated a paper on 8 September to other EC Finance Minister on a market-based approach to harmonisation of indirect taxation within the EC. This was discussed at an informal Ecofin in Crete on 17 September. The Commission has not yet published its formal proposals for the harmonisation of the business tax base.
