To ask the Secretary of State for the Environment what international regulations and recommendations exist to cover the transfrontier transport and disposal of organic and chlorinated solvents.

Transfrontier transport of organic and chlorinated solvents which are dangerous goods is subject to regulation under international transport conventions covering carriage by road, rail, sea and air and the United Nations recommendations on the transport of dangerous goods. Disposal of these materials which are toxic and dangerous waste is covered by the provisions of EC directive 78/319/EEC. They are not subject to the prenotification and acknowledgement procedures contained in the EC directives on the transfrontier shipment of hazardous waste but, in the United Kingdom, movement is controlled under the Control of Pollution (Special Waste) Regulations 1980.
