To ask the Secretary of State for Scotland what is his policy in regard to the policy of education departments encouraging parents to take out extra personal accident insurance for their children; and what assessment has been made of the effects on those school pupils whose parents are unable to pay.

All education authorities have public liability insurance cover for the extent of their own legal liability. It is for authorities to decide whether to advise parents to take out personal accident insurance to cover instances where no such liability arises; and it is entirely for parents to decide whether to take such advice. I understand that the premiums for an individual pupil are of the order of £1.50 to £2 per school term.
