To ask the Secretary of State for Wales if he will meet the Federation of Primary School Headteachers in Clwyd to discuss capitation allowances.

No. Capitation to schools is a matter for the local education authority.

To ask the Secretary of State for Wales if he will publish a league table of capitation allowances for (i) primary schools, (ii) high schools in each of the local education authorities in Wales; and if he will make a statement.

Mr. Wyn Roberts

No. Capitation allowances for schools are a matter for local education authorities and information about them is not held centrally. Under the Education Reform Act local education authorities are required to prepare schemes to delegate budgets to individual schools. Local education authorities will also be required to publish information on their schemes and on planned and actually incurred expenditure in individual schools.

To ask the Secretary of State for Wales if he will allocate extra finance to Clwyd local education authority to enable the capitation of primary schools of Clwyd county to be increased by 75 per cent.; and if he will make a statement.

Mr. Wyn Roberts

Local education authority spending is funded from locally raised revenue supported by mainly unhypothecated Government grants and not from cash allocations by central Government. It is for local authorities to decide how much to spend on primary schools in the light of their resources and priorities.
