§ Mr. Chris PattenThe basic purpose of the aid programme is to promote sustainable economic and social progress in developing countries. Self-reliance is developed particularly through our technical co-operation programmes, including the training of developing country personnel, and through support to countries undergoing agreed structural adjustment programmes designed to increase exports and develop the private sector.
