Mr. Wray

To ask the Secretary of State for Scotland what parents' associations or federations he has consulted before drafting his opting-out proposals for Scottish schools.

Mr. Michael Forsyth

I have had discussions with a range of parents' organisations on a wide spectrum of educational issues.

There has been no formal consultation on arrangements for opting out. Legislation could do no more than confer a right on parents at individual schools to initiate moves to take their school out of education authority control.

To ask the Secretary of State for Scotland when he last met the representatives of the Education Institute of Scotland; and if he discussed or consulted them about his plans to introduce a new education Bill with opting-out proposals.

My right hon. and learned Friend last met representatives of the Educational Institute of Scotland in December 1986 following publication of the Main report on the pay and conditions of teachers. There was no discussion of opting-out on that occasion.

I have met representatives of Scottish head teachers on a number of occasions over recent months.
