To ask the Secretary of State for Scotland if he will list the specific criteria which make it advisable for electricity privatisation in Scotland to retain its vertically integrated structure.

We consider that vertical integration is the structure which is best suited to the particular needs and circumstances of Scotland, with its low population density in relation to landmass and its mix of urban and rural communities. The present structure has been a proven success in meeting the needs of all Scottish consumers and the industry privatised on these lines will continue that success and indeed improve on it as full commercial and competitive disciplines are brought to bear. Retention of the existing structure will also minimise disruption in the industry as it moves into the private sector ensuring that it is able to build on what is best in its present arrangements.
