To ask the Secretary of State for Education and Science (1) whether he has any plans to introduce arrangements so as to approve proposals from the Universities Funding Council by which home students or their families would be required to pay the whole or a part of their tuition fees for final degree and other advanced further education courses at universities, polytechnics and other colleges;

(2) whether he has any plans to permit certain universities to charge higher fees, payable by the student, for tuition.

There is a developing debate on the method of funding higher education. The Government have no proposal to require students in receipt of mandatory awards to meet part of their tuition fees. Institutions do not need permission to charge tuition fees higher than those met under the mandatory awards arrangements.
