To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make it his policy to propose the establishment of a United Nations-backed comprehensive register of international arms sales.

In 1982 we proposed that all states should report to the United Nations the value of their military production and of their imports and exports of arms. We followed up these proposals at the recent Third United Nations special session on disarmament with a call for greater openness on all types of international transfer of conventional weapons; we raised the possibility at that time of establishing a United Nations register of arms transfers on a universal and non-discriminatory basis. We believe that such a register could provide a means of monitoring measures taken to restrain the accumulation of conventional arms.
