What is the present position concerning United Kingdom ratification of the 1977 Protocols additional to the 1949 Geneva Conventions.

This year has seen substantial progress in the consultations with our allies to which my noble friend Lord Glenarthur referred in the House on 5th November 1987. As my honourable friend the then Minister of State for Foreign and Comonwealth Affairs informed Standing Committee D on 12th November 1987, these consultations have centred on arrangements within the NATO integrated command structure. We remain confident that we will soon be in a position to take a decision on the ratification of the Protocols.
