asked Her Majesty's Government:

When they intend to introduce a charge for the processing of applications made in the United Kingdom for certificates of entitlement to the right of abode and what publicity arrangements they have made.

As part of our general policy of charging for services, a fee of £12..50 will be payable from 15th December 1988 to cover the actual cost of processing in the United Kingdom applications posted on or after that date. Letters announcing this have today been sent to the heads of the Commission for Racial Equality, the National Association of Community Relations Councils, the United Kingdom Immigrants Advisory Service, the Joint Council for the Welfare of Immigrants and the National Association of Citizens' Advice Bureaux. An announcement will also be made in the ethnic press.
