asked Her Majesty's Government:

Whether they will confirm that British Nuclear Fuels Ltd. would have to be granted a temporary licence or a permanent easement by the Crown Estate Commissioners before they constructed a discharge pipe running from their plant at Sellafield to discharge low active effluent from the Sellafield site into the sea, because the foreshore across which the pipe would pass is Crown property.

The Crown Estate owns the foreshore and seabed at Sellafield, and the consent of the Crown Estate Commissioners as landowners is necessary for pipes placed on, under or over the foreshore or seabed. Whether consent is permanent or temporary is a matter for negotiation in each case.
