To ask the Secretary of State for Education and Science if he will issue guidelines to local education authorities on the availability of lists of parents' names and addresses to parents of children in schools considering opted-out or city technology status.

The Education Reform Act 1988 requires the governing body of a school to provide a list of the names and addresses of parents of registered pupils at the school, on request, to any such parent seeking the list in connection with a possible application by the school to become grant-maintained. Parents may ask the governing body to exclude their names and addresses from the list they release. The Department has recently issued guidance on this matter for local education authorities and others in Circular 10/88 and in the booklet, "School Governors: How to Become A Grant-Maintained School". Parallel arrangements for city technology colleges would not be appropriate since these are independent schools.
