Mr. Wigley

To ask the Secretary of State for Wales what safeguards he has set up in order to ensure that the governing bodies of primary schools in Wales take adequate note of the needs of children receiving part or all of their education through the medium of the Welsh language.

Mr. Wyn Roberts

Section 17 of the Education (No. 2) Act 1986 requires local education authorities to prepare and keep under review a statement of their policy on the school curriculum. In Welsh Office circular 12/87, LEAs were advised that this should be sufficiently detailed to include their policy on teaching through the medium of Welsh. Under section 18 of the Act, governing bodies are required to consider the LEA's statement, their own aims for the school curriculum and any modifications they consider necessary to the LEA's policy as it applies to their school. They must do so in consultation with the headteacher and the LEA, and having regard to any representations made to them from the local community. They must incorporate their conclusions in a written statement and keep them up to date.
