§ Mr. DoverTo ask the Secretary of State for Employment what steps are being taken to transfer the resources of the Training Commission to his Department following his announcement to take back the functions which the Training Commission had been exercising on his behalf.
§ Mr. FowlerParliamentary approval to transfer the resources to the Department of Employment to run the training programmes formerly under the control of the Training Commission will be sought in a winter Supplementary Estimate for the new Class VII, Vote 7.
The financial liabilities of the Training Commission arising as a result of contracts and commitments entered into before 15 September have remained with the commission, but financial liabilities after 15 September arising as a result of contracts entered into in the name of the Secretary of State fall to be met by him.
Pending approval of the winter Supplementary Estimate, urgent expenditure incurred by the Secretary of State after 15 September 1988, estimated at £215 million will be met by repayable advances from the contingencies fund. The first of these advances, for £35 million has already been made. A statutory instrument formally transferring all relevant rights and liabilities, other than those arising out of possession of land and those relating to industrial training boards, to the Secretary of State will take effect on 1 December 1988.
