To ask the Secretary of State for the Environment what steps he is taking to ensure that all companies which receive imported toxic wastes possess adequate capacity to deal with such waste; and what control he exercises over companies which do not possess high temperature incinerators with respect to the import of polychlorinated biphenyls.

Imported wastes, like wastes originating in this country, may be disposed of only at facilities suitably licensed by waste disposal authorities. Licence conditions should specify the types and quantities of waste permitted. Waste disposal authorities have the necessary powers to ensure that polychlorinated biphenyls, whether from United Kingdom or overseas sources, are dealt with only by high temperature incineration.
