Whether under the provisions of the Local Government Finance Bill they are confident that formulae can be devised for all those industries subject to formula rating by the target date in 1990.

Yes. It should be possible for orders specifying the rateable values, or the method for determining the rateable values, for all those industries that will be assessed by formula to be made during 1989.
