To ask the Secretary of State for Wales what was the total expenditure on local authority housebuilding for Wales for each year since, and including, 1979 to 1987 in terms of (i) current prices, (ii) 1986 prices and (iii) share of gross domestic prod uct.

Commission concerning the way in which the synthetic index which ranks the regions of Europe in order of their problems is calculated with regard to Wales.

The Government's view that the synthetic index was flawed has been made clear from the outset and a statement to that effect was made at the regional policy committee meeting in April 1987 In putting forward the Welsh case concerning the review of the structural funds, my officials have made detailed submissions pointing to the shortcomings of the index.
