To ask the Secretary of State for Education and Science whether a period of full-time education during which a student supports himself from accumulated earnings, earned within the qualifying period, counts towards the aggregated three-year period of self-support in the interpretation of awards regulation 3(1)(b).

Yes. A student is independent in the meaning of the regulation if he has supported himself out of his own earnings for any periods adding up to three years before the first year of his course. It is immaterial whether he supported himself out of current earnings or savings from previous earnings.
