To ask the Secretary of State for the Home Department what assessment he has made of the effectiveness in maintaining law and order generally of the relative priority in terms of manpower and resources accorded by different police forces to(a) detecting and preventing crimes of violence and burglary and (b) detecting and apprehending motorists exceeding speed limits; and if he will make a statement.

Chief officers of police determine their objectives and priorities in relation to local circumstances, in consultation, where appropriate, with local police authorities. Her Majesty's inspectors of constabulary report annually on the efficiency and effectiveness of all provincial police forces. Their professional assessment of overall performance takes into account such matters as the extent and nature of policing problems, and the priority given to the prevention and detection of different types of crime.
