§ Mr. Michael ForsythInformation to parents is already available from the health professionals who care for their deaf children. The Scottish Home and Health Department issued guidance to health boards in 1982 on the identification, assessment and recording of children with handicap and with special educational needs, and I do not consider that further guidance is required.
