§ Mr. Douglas HoggNo. The police have adequate powers to deal with those found supplying intoxicating substances in contravention of the Intoxicating Substances (Supply) Act 1985. They have also been given guidance about the options open to them in dealing with glue sniffers in Home Office circular No. 30/84, a copy of which is in the library.
