To ask the Secretary of State for Scotland if he will publish a table in theOfficial Report showing, for each local authority in Scotland, the number of employees on a full-time equivalent basis in local authority direct labour organisations for each year since 1979 and the percentage annual change.

This information is not held centrally. However, statistics published annually by the Chartered Institute of Public Finance and Accountancy since 1983–84 show that the total number of DLO staff employed by Scottish local authorities was as follows:

(2) when his office expects to complete consideration of the community charge position of service families living in Ministry of Defence married quarters.

In general adult service personnel and their families who are solely or mainly resident in the area of a local authority will require to register for and pay the personal community charge in the normal manner. The position of those service personnel in Scotland who are exceptionally mobile and for whom individual registration for the personal community charge would be impracticable is the subject of continuing discussion between the Scottish Office and the Ministry of Defence.
